Mystery Gift appears on the main menu after you enter the phrase LINK TOGETHER WITH ALL in the questionnaire on the counter of any Poké Mart, then save the game. It works the same in FireRed, LeafGreen, and Emerald, once you have the Pokédex. Link the Game Boy Advance to the GB-Link with a Game Boy Color link cable: Game Boy Advance link cables are missing pins this mode needs.
